In the first phase, 11 problem statements will be presented before the start-ups for solutions.
The ministry will also identify missing infrastructure gaps for each project.
The company will build an elevated viaduct measuring around 10km, as well as ten elevated metro stations.
The manufacturing unit will have an initial capacity of 25,000 wheelsets a year.
The stations include Chennai Egmore, Rameswaram, Madurai, Katpadi and Kanyakumari.
The new rail coach manufacturing unit will be built with an investment of INR10bn ($129m).
Scope of the contract will include design, manufacturing, deployment of receiving substations and overhead electrification work.
