The Norwegian National Rail Administration is set to begin competition at the freight terminals in Stavanger and Trondheim in 2017, under commission from the Norwegian Ministry of Transport and Communications.
The competition is for operation of the 12 freight terminals in Norway in order to offer better services at freight terminals and more freight on the railways.

According to the National Rail Administration, these services will not be put out to tender as they are not intending to buy any services.
Norwegian National Rail administration terminals head Kjell Ivar Maudal said: "These services will not be put out to tender as we are not intending to purchase any services.
"However, we must be able to control who operates within the terminal. Anyone wishing to offer services at the freight terminals must be approved by us and must have entered into a contract with a train company."
If the trial period at Stavanger Freight Terminal Ganddal and Trondheim Freight Terminal Brattøra is successful, the project will be introduced at all freight terminals owned by the Norwegian National Rail Administration.

By GlobalDataCompanies interested in providing terminal services to a train company will be subject to a four-stage process before being allowed to enter the terminal.
Maudal further noted: "Their company papers must be in order, they must demonstrate that they have a quality control system that HSE is in place, as well as possessing the necessary certificates and courses to raise awareness of the risk associated with working on or in proximity to a railway line."
