The California High-Speed Rail Authority (CHSRA) in the US is recommending a $348m bid to design and build a 22-mile segment of high-speed railway through the Central Valley in the state.
CHSRA has identified California Rail Builders as the apparent best value proposer for the design-build services contract for Construction Package 4.

Comprising Ferrovial Agroman US, California Rail Builders has designed and build more than 65 high-speed rail projects across the world.
The new segment will include construction through the counties of Tulare and Kern, as well as the cities of Wasco and Shafter.
According to CHSRA, the bid is more than $150m less than the client’s upper estimate for the work, which was between $400m to $500m.

Work on Construction Package 4 will include construction of atgrade, retained fill and aerial sections of the alignment, relocation of four miles of existing Burlington Northern Santa Fe (BNSF) tracks, construction of waterway and wildlife crossings and roadway reconstructions, relocations and closures.
In November 2014, the CHSRA issued a request for qualifications for potential design-build teams interested in the contract and last November, five teams had submitted proposals for the design-build services contract.
This phase of construction received state and federal environmental clearances in 2014 and it will be the third construction contract to be awarded by the rail authority.
The first section is a 29-mile railway line between Madera and Fresno and the contract also included $53m of provisional sums for any additional work.
Awarded in December 2014 for about $1.3bn, the second contract was for a 65-mile stretch from Fresno to north of Bakersfield.
