Canada's Infrastructure Ontario (IO) and Metrolinx have issued a request for qualifications (RFQ) inviting interested parties to build and finance the Lakeshore East-East Corridor Expansion project.

Through the infrastructure upgrades, planned expansion of GO Transit rail service can be accommodated on the Lakeshore East line.

The RFQ outlines the scope of work required, which includes right-of-way (ROW) works for the construction of 11km of third track infrastructure between Beechgrove Road and Durham Junction.

Two rail bridges need to be expanded and upgraded at Rouge River and Highland Creek.

Works also include expansion and rehabilitation of existing culverts, and construction of retaining walls to support additional track grading for the corridor.

Metrolinx president and CEO Bruce McCuaig said: “Expanding track infrastructure, upgrading bridges, and other identified infrastructure work along the Lakeshore East GO line is the next step in our plan to improve transit across the region.

The project is part of Metrolinx's work in support of GO Regional Express Rail (RER), which will provide better transit service across the Greater Toronto and Hamilton Area (GTHA).

It is being delivered using IO's alternative financing and procurement (AFP) model.

Core segments of the GO rail network would be electrified by 2024-25.

Major infrastructure updates include adding track, modification of GO stations, improving rail crossings, building required systems for electrification and addition of new locomotives and train control systems.

Initially, submissions will be evaluated by IO and Metrolinx to prequalify project teams with the relevant construction experience and qualified teams will be invited to respond to a request for proposals.
