TransPennine Express has improved its services since its private franchise was ended two years ago.
The company intends to invest around $45m in the Chorzów site over the next two years.
The construction is scheduled to begin in September this year and is expected to be completed by 2029.
The new trains will operate in European countries including Germany, Austria, the Netherlands, Denmark, and Sweden.
Key project components were produced at Siemens Mobility's facilities in Nashik, Aurangabad, and Mumbai.
The additional loan will bring EIB’s total investment in the project to more than €1bn.
The contract includes the design and construction of the "Linda" terminal by Zaha Hadid Architects.
