The Continental Rail Gateway coalition in Canada is planning to build a $400m rail tunnel under the Detroit River by 2015.
The project includes a plan to replace a century-old tunnel linking two cities: Windsor in Ontario and Detroit in Michigan, US.
Canadian Pacific Railway, Borealis Infrastructure and Windsor Port Authority have formed a public-private coalition to raise the necessary funds for the project.
The proposed tunnel will be able to manage double-stacked containers, newer multilevel rail cars and allow container trains to cross over the border.
The current tunnel transports around 350,000 rail cars per year, according to cbc.ca.
